Draft Minutes of a meeting of Bramley Parish Council
Held in Bramley Village Hall on 27th March 2008, starting at 7.30pm

PRESENT
Mr P Wadham (Chairman), Mrs O’ Connell, Messrs. J Compton, M Byham, R Harrall, A Allenby and P Molineux.
Also in attendance:
One member of the public attended.

29/08 APOLOGIES FOR ABSENCE
1. Apologies had been received from Mrs Bedford due to a long standing illness, and Mr Gates.
30/08 DECLARATIONS OF INTEREST
1. None declared.
31/08 MINUTES OF PREVIOUS MEETING
1. Minutes were agreed by the meeting and signed by Mr Wadham.
32/08 MATTERS ARISING
1. St Catherine’s School had identified a site for storing sandbags for use in a flood emergency. The clerk was still awaiting a reply from Keith Allen at WBC as to whether they would supply sandbags to be stored in Bramley.
2. The ongoing graffiti crime in Bramley had increased over previous weeks. The clerk had reported the crime to Surrey Police but as yet nothing had been resolved. Councillors expressed concern over the apparent lack of neighbourhood policing in Bramley. Action: Chairman to write to the Chief Constable of Surrey Police to express the concern and the increasing loss of trust in the service offered by the police.
3. Detailed drawings for the proposed gates on the A281 at the south end of the village had been submitted to Surrey CC Highways for approval.
4. Mr Harrall had raised at the last meeting the information he had received from the SCAPTC Councillors training course that village halls were required from April to display heat loss and water quality information. SCAPTC had been unable to confirm this with the clerk but she continued to pursue.
33/08 CORRESPONDENCE
1. SCAPTC subscription. It was agreed not to continue with the membership of SCAPTC as it was felt that the subscription did not offer value for money. The clerk would renew the LCAS subscription which cost substantially less.
2. Surrey Hills request for founder members. The clerk was asked to go back and request information on what the money would be used for before the council committed to any funding.
3. English Rural Housing Invitation. Cllr Byham would be attending the opening of the affordable housing development in Chiddingfold on 24th April. Other councillors wishing to attend should inform the clerk.
4. Waverley BC Clean-Up 2008. Councillors felt that this was not a project Bramley would benefit from at the present time.

34/08 VILLAGE MATTERS
1. The clerk requested the permission of the Council to contact Surrey CC Highways about possible matting to restore the verge next to the layby outside Holy Trinity Church in Bramley. This had come from complaints from three residents about the state of the verge. Reverend Bundock had been contacted and supported the idea. Action: clerk to contact Surrey Highways team to look at this issue.
2. Mr Harrall expressed concern at the style of the new signs erected to mark the yellow road markings outside St Catherine’s School. He felt that the Parish Council should have been consulted about the size and positioning of these. Mr Molineux asked if there was any information on when new yellow lines may be painted on Station Road. Action: clerk to chase with John Hilder at Surrey Highways.
3. Mr Harrall said that St Catherine’s School were keen to work with the Parish Council on the possibility of offering recycling facilities at the school. Action: clerk to contact James Deane.
4. Mr Byham expressed concern at the dumping of garden waste on the Downs Link outside an adjoining house. Action: Clerk to contact Surrey Rights of Way Officer to report.
35/08 DUNSFOLD PARK
1. The government had yet to make any announcement on proposed eco-towns.
36/08 LLOYDS TSB CLOSURE
1. Mr Wadham said that preparatory discussions were ongoing. The clerk would consider other banking arrangements for Bramley Parish Council, although it was acknowledged that the council had benefited from free business banking with Lloyds TSB and this may be difficult to arrange with other banks.
37/08 T&PC MEETING FEEDBACK
1. Mr Harrall updated the meeting on the recent Town & Parish Council meeting at Waverley BC offices.
38/08 ADOPTION OF STANDING ORDERS/FINANCIAL
REGS/COMPLAINTS PROCEDURE
1. The clerk asked that the amended standing orders, financial regulations and complaints procedure were formally adopted by the council. Action: agreed. The chairman signed and dated the documents.
39/08 PLANNING: ISSUES AND APPLICATIONS
1. The planning review had met to consider applications received since the last meeting, and their decisions were noted as per Appendix A attached.
2. WA08/0415 3 New Cottages, Birtley Road, Bramley, Erection of extensions and alterations. No objection.
3. The clerk advised there would be no Planning Review Committee meeting next week, 1st April. The next planning meeting would take place on Wednesday 16th April at 7.30pm prior to the assembly meeting.
40/08 ESTATES & HALL UPDATE
1. Mr Morley had advised the clerk that the overgrown grass verge between Gosden Common and BP/Budgens would probably be tackled by a Probation Service team, after he had met with their supervisor to discuss the work.
2. Mr Compton had been asked by Waverley Rangers to remove the trees planted by the Parish Council last year at Rushett Common. He would liaise with Mr Morley to find a suitable alternative site although it may advisable to wait until Autumn to consider moving the trees.
41/08 POINTS OF INFORMATION.
1. None to report.



42/08 MATTERS FOR FUTURE DISCUSSION
1. Accountability from Surrey Police on the amount of funding raised through Bramley council tax and the service that was delivered to the village – Mr Molineux.
2. Actions proposed from a review of the Atkins report on the Wey & Arun Canal Trust – Mr Harrall.
3. To consider the parish council taking on responsibility for the public conveniences in Bramley – Mr Compton.
43/08 FINANCE
1. Members approved the payments listed at Appendix B.
